Utilities and services
Councils are responsible for a wide range of utilities and services that we all rely on, from rubbish and recycling to street cleaning. Councils are currently also responsible for managing waste water, storm water and drinking water infrastructure – the ‘Three Waters’. But that may be about to change, with central government seeking to shift the delivery of Three Waters services to four new larger entities, which could borrow enough to upgrade the country’s water infrastructure.

Collaborate with the dairy and banking sectors to stop further nitrate and E. coli contamination of aquifers and drinking water.
Protect road, industry and urban stormwater at the source through education and on-site pollution prevention planning and monitoring.
Advocate for legislation requiring mandatory certified inspection and repair of private wastewater systems prior to any property sale.
Invest in real-time flood warning sensors across all Canterbury rivers with automated alerts and evacuation route guidance for residents.
Create a single online portal for all regional permits with risk-based processing, digital inspections and streamlined renewal systems.
Provide technical support services to smaller councils for environmental monitoring, consent processing and emergency response coordination.
